Is it possible to narrow down the effects of an electromagnet? I mean, can we take a single iron filing out of a handful of it?

What do you mean by narrowing down the effects of an electromagnet? We can manipulate the magnetic strength of an electromagnet (unlike with an ordinary magnet) because its magnetic property is based on electric current. Please clarify your question...

For example, if we put a magnet near iron filings, all of it are attracted to the magnet. Is there a possibility to single out ONE iron filing deep inside the pile of other iron filings without attracting all of it using an electromagnet?

Do you mean localizing the effects of an electromagnet, in which one particular bits of iron will be magnetized and the others will not be affected? If that is your question then my answer is a no. Every magnetic material will be attracted to a magnet or electromagnet... all we can alter in an electromagnet is its strength...
That would be a good research
