How do you apply the Rules of SF in conversion? is it based on the original measurement or based on the SF of the conversion factor?

As for me I use the converted value of that certain measurement. I think that's how it works. Just like how we follow the sf of the Kelvin Temperature in counting the sf than the degree Celcius value of the temperature.
